The Kingsport Board of Education is made up of five elected at-large, non-partisan members. Each member serves a four-year staggered term. Elections are held in May during odd numbered years. New Board of Education members are seated on July 1 of each election year.
The board meets on the first and third Thursdays each month, with regular monthly meetings on the first Thursday of each month and work sessions held the third Thursday. The meeting includes a public comment period on agenda items. Take note, this year some meetings/work sessions needed to take place on a Tuesday. To address the board concerning an issue not included in the board's regular agenda, you must submit a written request to the Superintendent of Schools at least five business days prior to the scheduled board meeting. At the discretion of the Superintendent of Schools and the Board of Education President, your concern will be placed on the agenda or addressed privately at an appointed time.

Mrs. Upshaw has lived in the Tri-Cities area most of her life, graduating from Sullivan East High School and earning a Bachelor of Science degree in Chemical Engineering from the University of Tennessee, Knoxville.
She worked as a contract engineer until 1990. Following the birth of her children, she became active as a community volunteer and held many PTSA offices, including President at Washington Elementary School and John Sevier Middle School.
Mrs. Upshaw is the Senior Adult Director at First Baptist Church in Kingsport where she is also the pianist.
Mrs. Upshaw and her husband Mike have two children, a daughter in graduate school at UTK and a son at MTSU. Both children attended Kingsport City Schools from kindergarten through graduation, and Mrs. Upshaw is still an active volunteer in several programs.
Mrs. Lodal is a native of Indianapolis, Indiana and received her Bachelor of Science degree in Medical Technology from Purdue University.
While serving on the Board, Mrs. Lodal has received numerous awards and honors, including the 2013 Ambassadors for Education Certified, Master, Diamond and Platinum Level Awards, membership on the Tennessee School Boards Association (TSBA) Board of Directors (Treasurer 2012, Vice President 2013, President-Elect 2014). She received the National School Boards Association Distinguished Service Award (2007, 2010, 2012), the 2010 C. Hal Henard Distinguished Service Award, and was named to the All Tennessee School Board by the TSBA in 2010.
She has served as the chairperson of the Tennessee Legislative Network and member-at-large of the TSBA Board of Directors (2007-2008) as well as being a member of the Legislative Affairs Committee of the Kingsport Chamber of Commerce. Mrs. Lodal is a Master (Level V) School Board Member, the highest designation bestowed by the TSBA.
Mrs. Lodal volunteers as a tutor in two elementary schools and is an active member of the Waverly Road Presbyterian Church food pantry. Prior to running for the Board, she was the Director of Children’s Ministries at Waverly Road for 13 years and active in school PTSAs for over 16 years. She is the current chairperson of the Hunger Taskforce of the United Way of Greater Kingsport.
Mrs. Lodal and her husband Peter have lived in Kingsport since 1977 and have three grown children, all graduating from Kingsport City Schools.
Dr. Randall Montgomery
BOE Immediate Past President
Dr. Randall Montgomery was first elected to the BOE in 2003 and is currently serving in his third four-year term on the Board.
Dr. Montgomery is a native of Kingsport, graduating from Dobyns-Bennett High School. He attended the University of Tennessee, Knoxville and earned a Doctor of Dental Surgery Degree from the University of Tennessee, Memphis.
During his time on the Board, Dr. Montgomery has been named to the All Tennessee School Board (2012) by the Tennessee School Boards Association (TSBA).
He has practiced dentistry in Kingsport since 1987.
Dr. Montgomery is a member of First Broad Street United Methodist Church, National Ski Patrol, and is a graduate of Leadership Kingsport.
Dr. Montgomery and his wife Amy reside in Kingsport and have one son in Kingsport City Schools.
Betsy Cooper was first elected to the BOE in 2011 and is currently serving in her first four-year term on the Board.
Mrs. Cooper is a lifelong resident of Kingsport and product of Kingsport City Schools, attending Jackson Elementary School, John Sevier Middle School, and graduating from Dobyns-Bennett. After graduation, she continued her education at the University of Tennessee, Knoxville and East Tennessee State University, earning degrees in both elementary and early childhood education. She has also received a Master’s degree as a Reading Specialist in grades K-9.
She retired from Kingsport City Schools in 2010 after teaching for over 30 years at George Washington Elementary School. After retirement, she became a Court Appointed Special Advocate (CASA) for children, working with the Kingsport Juvenile Court system and being a voice for abused and neglected children in the Kingsport area. She is also employed by East Tennessee State University as an Adjunct Professor, working as a supervisor of student teachers.
Mrs. Cooper and her family are active members of First Broad Street Methodist Church, where she serves on both the Missions and Childcare committees. She also volunteers with the church’s food ministry, working at both the Food Pantry and Friendship Dinner each month.
Andy King was first appointed to the BOE in 2012 and is currently serving in his first four-year term on the Board (elected in 2013).
Mr. King is a native of Chicago, Illinois and received his Bachelor of Science degree in Criminal Justice from the University of Illinois.
He currently serves as the General Manager of MeadowView Marriott Conference Resort & Convention Center. During his tenure as GM, MeadowView has finished in the top five of all Marriott Hotels for customer satisfaction seven of eight years, twice finishing number one.
Mr. King has served in a leadership capacity on numerous community and local organizational boards, including Keep Kingsport Beautiful (Chairperson), the Kingsport Chamber of Commerce (Treasurer and Executive Board), the Kingsport Convention and Visitors Bureau, Junior Achievement (Treasurer and Executive Board), Visitors Enhancement Board (Chairperson), and the Northeast Tennessee Tourism Association. He has received the Marriott International Leadership Excellence Award and celebrated his 30 year service anniversary with Marriott in June 2012.
Mr. King and his wife Rebecca have lived in Kingsport since 2004 and have three grown children.
